Kenneth Oxford was the Chief Constable of Merseyside Police from 1976-89. He had been warned for several years, by members of the Liverpool Police Committee, about the situation in some of the poorest areas of the city. After the uprising in Liverpool 8, during the summer of 1981, his response to the 'riot' was to blame it on “Black Hooligans”.
